This report, dated May 2008, examines the status and future direction of the seven (7) state transmission infrastructure authorities. The report begins by summarizing common characteristics of state transmission infrastructure authorities, goes on to discuss some transmission projects that state infrastructure authorities are involved in and then outlines common issues the state infrastructure authorities have faced. The report closes with some recommendations. An appendix profiling each of the state infrastructure authorities is at the end of this report. The High Plains Express (HPX) Preliminary Feasibility Report has been completed and posted on the project website: http://www.rmao.com/wtpp/HPX_Studies.html. The report is the culmination of a yearlong study directed by the HPX participants to address the technical, economic and conceptual routing aspects of a major multi-state transmission project involving the states of Wyoming, Colorado, New Mexico and Arizona. On the basis of these studies and the resulting report, steps are being taken to advance the HPX project to the next stage, which will involve more detailed feasibility studies and additional stakeholder outreach. When that occurs, notifications will be posted on the HPX Web site to announce next steps and stakeholder meetings.

The Open Season process for the WCI Project has commenced effective March 31, 2008. We are proud to announce that capacity on the proposed WCI transmission line is becoming available via a non-discriminatory bidding process. Wyoming Coal Gasification Project Partnership Announced

The Wyoming Infrastructure Authority (WIA) has launched a new web page for the Wyoming-Colorado Intertie Transmission Project (formerly known as the TOT 3 Project) effective August 15, 2007. The web page is designed to provide a comprehensive view of the Project and will be updated regularly as new developments occur.
